2024 Moving from Paper to Online Applications 

Traditionally, non-school leavers had to navigate a maze of paperwork, downloading and submitting application forms manually. Thankfully, the digital age is transforming this process, especially at PNG's premier universities. 

UPNG and Unitech have become pioneers in this arena, offering streamlined online applications for non-school leavers. This shift boasts several advantages: eliminates the need for physical copies, simplifies the process for applicants in remote areas, and enhances overall efficiency. 

While UPNG and Unitech are leading the charge with online applications, some universities in PNG haven't yet embraced this digital revolution.  Universities like the University of Goroka (UOG), Pacific Adventist University (PAU), Divine Word University (DWU), Western Pacific University (WPU), and the Papua New Guinea University of Natural Resources and Environment (PNGUNRE) still require non-school leavers to download and submit application forms manually via their websites or social media pages. 

For the 2025 academic year, non-school leavers must initiate their application process well in advance, ideally earlier in July 2024. Regardless of whether the application is online or manual, meticulously reviewing the specific guidelines set forth by each university is paramount.

Non-School Leavers Admission Requirements

Admission Requirements Admission requirements for non-school leavers vary across universities. Here's a glimpse into some general criteria: 
  • Completion of diploma or degree programs from recognized institutions within PNG or abroad.
  • Prior fulfilment of the National Matriculation Requirements from accredited National and Secondary High Schools, or an equivalent qualification obtained before 2023. (For example, applicants for the 2024 intake must have completed Grade 12 between 2017 and 2021.) 
  • A minimum grade point average of 2.4 and a B grade or higher in English or Mathematics. 
  • Officially stamped and signed matriculation certificates.

IMPORTANT SIDE NOTE: The Ministry of Higher Education, through the former minister, has issued a press statement indicating that the application process for non-school leavers will transition to an online format via the DHERST National Online Application System and will be included in the National Online Selection Process. Registration, Application Fees & Submission

The application process is designed to be user-friendly. Begin by visiting the UPNG website and locate the "Sign Up" page. Create a login account, granting you access to the Applicant Portal, where you'll complete the online application form.

There's a non-refundable application fee associated with your program choice.  For undergraduate programs, a K20 fee is payable online through BSP Pay within the UPNG Applicant Portal. 

For postgraduate diplomas, honors programs (excluding School of Business & Public Policy), and Master's programs, a K50 fee is payable into UPNG General Account No: 1000583572 (BSP Waigani).  Be sure to include your name and the deposit date clearly on the deposit slip.

How to Apply to University of Papua New Guinea as a Non-school Leaver for 2025

The University of Papua New Guinea (UPNG) is one of the leading universities in the Pacific, offering world-class education to students from all over the world.

How to Apply to UPNG as a Non-School Leaver

If you are a non-school leaver looking to apply for a program at UPNG, this article will guide you through the application process, including the steps to follow and the requirements you need to meet.


Step 1: Check the Admission Requirements

Step 2: Pay the Application Fee

All non-school leaver applicants are required to pay a non-refundable application fee using BSP Pay. 

The application fee is K20.00 for undergraduate programs and K50.00 for postgraduate programs, except for the School of Business and Public Policy, which has a different application processing fee.

Make sure to indicate your name and correct date of deposit on the deposit slip when paying. Keep the receipt with you for verification purposes.


Step 3: Apply Online

To apply for a program at UPNG, you must use the Online Applicant Portal. Note that before applying, ask for the Applicant Portal User Manual and BSP Pay Activation Guide for guidance, and read them carefully before applying. Here are last year's documents to give you some ideas:

If your name is not on the final list, it means that your application for admission in 2025 has been unsuccessful.

Also, DHERST will release the 2025 UPNG Non-school Leavers List before publishing it on its website. So, check out the list to see if you are expecting to apply this year.


Step 6: Complete Registration and Orientation

All information regarding 2025 fees, registration, and orientation will be included in the acceptance letter. It is important to read and understand this information before commencing your studies.

Apply to UPNG as a Non-school Leaver for 2025 programs

Manual applications for the 2025 non-school leavers undergraduate programs without any record of online submission will not be considered. That means that you will have to submit an online application. 

To maximise your chances, we suggest:

1) submit an online application via the UPNG Applicant Portal,

2) send a copy of the application to the school you are applying to, see the email above, and

3) if you are in Port Moresby, drop off a copy of your application at UPNG's student admin.


Important: DO NOT PAY BRIBE WHEN APPLYING TO UPNG. THIS IS AGAINST THE UNIVERSITY'S POLICY. IF SOMEONE ASK YOU FOR CASH OR KIND, REPORT THEM!

How to Download UPNG Transcripts

Registered students can Download UPNG Transcripts from the University of Papua New Guinea's University Information System (UIS). The UIS allows student to effortlessly log into their student accounts and retrieve essential academic documents such as course registrations, results, and transcripts. 

In this guide, we will walk you through the simple steps to view and download your UPNG transcripts using the UIS portal.


Step 1: Access the UIS Site

To begin, open your preferred web browser and navigate to the UIS website by typing in the following URL: uis.upng.ac.pg/

Upon reaching the UIS homepage, you will encounter several options: Applicant, Student, Parent/Guardian, Administrator, and Teacher/Lecturer. 

Click on the "Student" option, which will direct you to the Student Portal Login.

Enter your login credentials, which include your username and password. Once entered, click the "Login" button to proceed. 

In case you've forgotten your password, simply click the "Forgot Password" link. A password reset link will be sent to your UPNG student email. Accessing this link will enable you to reset your password and regain access to your account.


Step 3: Navigate to Examination Documents

After a successful login, you will be directed to your personalized student dashboard. On the left-hand side, you will find a menu of options. Click on "My Academics," followed by the "Examination Documents" link.


Step 4: Download Your UPNG Transcript

Upon clicking the "Examination Documents" link, you will be presented with a list of links on the right-hand side of the page. 

The topmost link represents your most recent transcript. Click on this link to initiate the download of the transcript in PDF format. 

The PDF file will be downloaded to your device, allowing you to view its contents.


Post-grad, graduated and withdrawn students

  • For any inquiries related to transcripts, don't hesitate to get in touch with your respective School Executive Officer.
  • It's important to note that UIS access is exclusively granted to currently registered internal and external undergraduate students, as well as SBPP postgraduate students. 
  • If you fall under the category of other Schools' postgraduates, or if you are an excluded, withdrawn, or graduated student, you will need to contact your respective school or the Student Administration to obtain your transcripts. 
  • External students enrolled in certificate programs should reach out to Open College for transcript-related queries.

Call for Applications to UPNG OPEN COLLEGE Undergraduate Degree/Diploma Programs 2023 (for 2022 Secondary School Leavers)

 Applicants must take note of the following important points

1. Only 2022 Grade Leavers will be considered in this application call.

2. The following programs are on offer; Business Management Foundation Year, Science Foundation Year and Bachelor of Arts – Year 1

3. Science Foundation Year (SFY) is only offered at NCD OC Centre. Applicants must study ALL the following five subjects (L&L, Advance Maths, Chemistry, Physics and Biology in Grade 12 in order to be considered for UPNG Science Foundation.

4. If you are intending to enrol in any of the Open College Certificate programs, you must go to your nearest OC center with your grade 12 certificate and enquire about the programs on offer and you will be advised accordingly. Do not use this application form.

5. CTCS program will no longer admit new students in 2023 and onwards, only continuing students will enrol in this program.

6. UPNG-OC is no longer offering any upgrading of courses. You are advised to pursue a degree or complete a certificate program.

7. Navigate through our Open College website to confirm the Entry Requirements and Eligibility criteria for the programs.

8. The normal fee for diploma and degree courses in K600 per course per semester. Science practical (Laboratory) based courses fee is K900 per course.

9. If you register at NCD Campus or Morobe University Centre, a compulsory surcharge fee of K60.00 is applicable in addition to your course fee.

10. The decision of the selectors is final. Any appeals will not be entertained.

2024 UPNG Application NON SCHOOL LEAVERS - UPNG Selection List 2024 PDF




The University will consider applications from the following categories of candidates:

General Criteria for Non-School Leavers 

  1. Candidates who have completed diploma or degree programs from recognized institutions within the country or overseas;
  2. Candidates who have met the National Matriculation Requirements from recognized National and Secondary High Schools or that equivalent level prior to 2020;
  3. Professional candidates applying to specific programs that are on offer under professional study programs and related to their current job experience and description;
  4. Candidates who have attained a diploma from a recognised college or university under an affiliated program with UPNG;
  5. International and South Pacific Islanders may apply using this form. Admissions to UPNG will depend on the fixed quota that is reserved for the such category; and
  6. Candidates who have withdrawn or excluded from studies for academic and disciplinary reasons and are eligible to re-enrol in Semester 1/2021.

General Criteria for School Leavers

PNG citizens completing Year 12 in overseas countries such as Australia, New Zealand, and the Pacific countries are encouraged to apply. 

If in doubt regarding this arrangement, please seek assistance from the Selection Unit of the Department of Higher Education, Research, Science, and Technology (DHERST);

Students currently undertaking Grade 12 studies at National and Secondary High Schools in PNG will apply through the DHERST Online application. 

Please see specific eligibility criteria for each program, which are available with the details of each programme.

 Limitation of Admission

Because of limited places and resources, the University can only admit a limited number of new students into various programs of study. As a result, competition is very high and priority is given to those with higher GPAs. Those seeking enrolment must satisfy the admission requirements of the University.

Applicants are hereby requested to take note of the following instructions

  1. Pay a (K20.00 for Undergraduate & Honours) and (K50.00 for Masters and PhD programmes of all schools except for School of Business and Public Policy) non-refundable application processing fee, to UPNG General Account No: 1000583572 BSP, (WAIGANI) before applying online. Make sure to indicate your name and correct date of deposit on the deposit slip when paying.
  2. Applicants to School of Business and Public Polic(SBPP) Post Graduate programs must refer to SBPP Post Graduate advertisement on the UPNG website for application processing fee and eligibility criteria. Call Lisa on 3267 299 for more information.
  3. Before choosing your program of choice, read through our admission and eligibility requirements and criteria for all our programs.
  4. Follow the steps as indicated on the online form, fill in the blanks and submit your application online. No attachment is required in the Online Application.
  5. After submitting your application online, scan your documents into a single compressed PDF file and send: to the school of your choice email address indicated below. For example, if you have applied Online for Science Foundation Year, email your documents to School of Natural & Physical Sciences email. Indicate and label the file appropriately under your name and the specific program applied to before sending/emailing.

The University of Papua New Guinea wishes to advise that applications are now open for Lahar, two sessions back-to-back, to be conducted from November 2022 to February 2023.

IMPORTANT NOTICES TO ALL LAHARA STUDENTS

UPNG Open College-based Certificate Courses will be available on-demand, where a minimum of 10 students register. 

Continuing CTCS/CTS Students do not need to complete application forms. Please consult your respective study centres.

Continuing Diploma and Degree students and interested applicants who meet the UPNG entry prerequisites can seek further advice, as well as collect, complete, and submit their application forms at any UPNG Study Centre in your locality or near you. 

Completed application forms can be submitted at the same study centre, before the closing date. Separate applications must be lodged if courses are taken from different schools. 

Please note that a student can only enrol for two courses per session. Courses will be offered if there are a minimum of 10 students accepted in NCD and 20 in other centres.

Non-school Leavers Applications: UPNG, UOG, UNRE, PAU, DWU, WPU and UNITECH

The PNG Universities application forms for entry into the 2025 academic year should be available online, or in pdf, anytime from June/July 2024. New Non-school Leavers and discontinued students should consider applying for study next year. 

The dates for the release of the non-school leavers' application forms for 2025 are usually released by the institutions. Below is some information and links to point you in the right direction.

2025 Non-school leavers (apply directly to the universities)

Be reminded that at the beginning of a new academic year, many of the undergrad study programs in-country would have been filled by the  Grade 12 intakes.

That means that any Grade 12 students from the last five years (with good grades, or upgraded grades, who wish to apply directly to the universities) may have to wait until June or July 2024 to apply to the universities for consideration in the 2025 academic year. 

The post-grad students - both part-time and full-time - have this time before the academic year 2025 starts to apply. To download application forms or apply online to one of the six universities in PNG, follow the quick and direct links.

2025 PNG Universities Acceptance List - General  info

Application info such as the tuition fee and application due dates for 2024/2025 can be obtained from the universities. 

You must check with the university of your choice for the 2025 non-school leavers application forms, acceptance list, admittance, registrations and academic calendar.

Applications for PNG Universities 

Perhaps it is important to note that UPNG, Unitech, DWU and WPU are accepting new applications online. Applicants must use the online portals to apply.

The other PNG universities are collecting applications in pdf form. Applicants will have to complete the applications offline and send them to the respective universities via email or mail. You can also hand-deliver your application if you are living nearby.
